Canada and the International Criminal Court
The establishment of a permanent International Criminal Court (ICC) forms a central part of Canada's human security agenda. Human security has long been threatened by the fact that those who commit serious crimes are rarely tried and prosecuted for their crimes. If human security is to be safeguarded, this culture of impunity must be replaced by a culture of accountability. This is the aim of the ICC. Where national judicial systems fail to investigate or prosecute those responsible for genocide, crimes against humanity or war crimes, then an independent ICC will stand ready to bring those people to justice. http://209.217.98.79/english/00_index_e.htm

Perpetrators of human rights abuses usually do not want the world to witness their actions. The presence of volunteers backed by a support network helps to deter violence.
