The International Development Research Centre's (IDRC)
Peacebuilding Initative (PI) seeks to contribute to peacebuilding
through research on and research for peacebuilding by engaging Southern
partners in this rapidly evolving field.
The PI's mission is to support knowledge generation, policy development
and research capacity building as tools to assist war-torn countries
in their transition to peace and sustainable development. The PI works
primarily in three regions: Southern Africa, the Middle East and Central
America. However, the results of the research it supports are expected

| Kosovo: Protection and Peace-Building |
The Lawyers Committee for Human Rights carried out
a mission to Kosovo from July 29 to August 2, 1999, to examine the
protection situation for refugees, returnees, internally displaced
persons (IDPs), and minorities in Kosovo as well as safeguards for
the rights of those who have not yet returned. The mission also assessed
the role of the United Nations High Commissioner for Refugees (UNHCR)
within the overall structure of the UN Interim Administration in Kosovo
(UNMIK).
This report builds on the work of a Lawyers Committee mission to Albania
in June, which assessed the protection needs and problems of the 400,000
Kosovar Albanian refugees in Kosovo. It takes as its frame of reference
the Lawyers Committee’s Legal Principles for the Protection of Kosovar

| The Institute of World Affairs (IWA) was founded in
1924 as a non-profit, non-partisan, tax-exempt organization devoted
to international understanding and the peaceful resolution of conflict.
In support of its mission, the Institute conducts a range of programs
designed to prevent violent conflict and to advance post-conflict
peacebuilding. These programs include training seminars, both in the
U.S. and abroad, designed to enhance professional skills in conflict
resolution and infrastructure development. The Institute also operates
several long-term development and post-conflict reconciliation projects

| PRIO was founded in 1959 and became a fully independent
institute in 1966. It was one of the first centres of peace research
in the world, and is Norway’s only peace research centre. Its foundation
and early influence were instrumental in projecting the idea of peace
